Windows updates would mess with the registry and I would have to reapply the reg patch.
We have migrated those users now to only 2007 so the issue no longer happens. I found a registry setting to change and the problem was solved. Researched indicated that 2007 was always checking to see if it was the default program for excel files and this causes the issue. All we had to do was to minimize excel 2007 and it would pop right back up with the file we had just tried to open. When we had both excel 20 installed on the same computer, we could open the excel 2003 files right away but not the 2007 files. This sounds similar to an issue we were having.
